Assisting Families of Inmates (AFOI) AFOI's mission is to provide opportunities for regular, meaningful visitation, referrals to community resources, and other services that help families cope with incarceration and prepare for release and reunification. Onesimus Ministries Onesimus Ministries was started in May of 1982 by Rev. William Twine to provide Christian ministry to men incarcerated in Norfolk City Jail. In 1984 the Onesimus Training Center was opened in Chesapeake Va. to provide a residence for ex-offenders being released from prison. In 1995 two additional residences were added in Virginia Beach Va. to provide additional transitional assistance. Offender Aid and Restoration of Arlington County, Inc OAR, a community-based restorative justice organization, blends compassion and accountability to assist offenders in leading productive and responsible lives, to the benefit of all. OAR provides transition assistance and employment counseling to incarcerated individuals and ex-offenders who are committed to avoiding re-incarceration and becoming established in the community as productive and responsible citizens .
